Thc senrlir?y ,I+ 2 - 1 7 i.1 Ii>-:io:1:, :,/ulri:(>us3r dcfsrnatory anonymous letters, or letters of such character with false signa- tures, o r pasts pas:!uins. cr pbsters o r Pny other anonymous writings of a similar nature which may be injurious or defam- atory as against any person. government agency or collective entity is hereby prohibited ; and any person, firm, corporation or association if persons sending any such injurious, scurrilous or de- famatory anonymous letters, or letters of like nature with false signatures. or posts pasquins, or posters or other anonymous writing of a similar nature is hereby declared to be guilty of a n offence punishable by imprisonment from six months to two years or by a penalty of from one dollar t o five hundred dollars, or both, within the jurisdiction of the Tribunal having juris- * diction in such cases. 2.-The truth of the facts set forth in such anonymous letters, or letters with false signatures, or -posts pasquins, or posters or other anonvmous writinrrs; of tbe fact that the sta- tements therein contained have been copied or extracted from some foreign newspaper or any other printed writing, or that the same are notorious or generally believed cannot be alleged or pleaded as a defense to the prosecution provided for in the preceding article. 3. Jurisdiction t o hear and .determine such cases and t o impose the corresponding penalty provided herein is hereby conferred upon the Tribunal of First Instance, and the proceed- ings in such cases sha!l be in accordance with the established methods of crjm'nal procedure.
