Upon recommendation of the Secretaria de Estado d6 Justicia e Instrucci6n Publica, there is hereby appropriated from funds in the account, “Balances of School Funds for 1919” not otherwise appropriated, the sum of twelve thousand and five hundred dollars ($12,500.00) f o r the purchase of property in San Carlos for the site of a school-house. 2 . The Secretario de Estado d$ Hacienda y Comercio will designate a representative who will represent the Government irl effecting the legal transfer of the property to the Government.
